These terms describe what you can expect from Harbor Tax Solutions and what we expect from you as a partner office. They cover subscriptions, pricing, support, software relationships, refund settlement, cancellation, and contact.
This page summarizes the working terms of a Harbor Tax Solutions subscription. The full binding subscription agreement is provided at sign-up and is the document that governs your relationship with Harbor. If anything on this page conflicts with that signed agreement, the signed agreement controls.
Harbor Tax Solutions ("Harbor," "we," "us") is the rebrand of Refundo R1 Tax Software. Harbor is a service provider for independent tax offices across the United States. We provide software access, customer experience support, onboarding, refund settlement integration, and operational guidance for partner offices through every tax season.
Refundo is Harbor's refund settlement partner. References to "Refundo" in these terms refer to that partner relationship specifically, not to Harbor as a business.
A Harbor subscription is annual. Subscriptions begin on the date of sign-up and renew automatically on that same date each year unless the partner office opts not to re-enroll. There is no multi-year commitment. You can choose not to renew at the end of any season.
Marketing services, marketing materials, and paid marketing add-ons are not included. Harbor does not currently offer these.
Harbor's pricing is disclosed openly at sign-up. The numbers below reflect the 2026 season and are reviewed annually. Pricing for future seasons may change.
Refund settlement is provided through Harbor's banking partners, Refundo and SBTPG. Bank Products include refund transfers (RT) and refund advances. Bank Products are subject to bank approval and the terms of the underlying banking partner.
A 20 Bank Product minimum applies for sign-up and re-enrollment during each season. This minimum makes the bulk-rate software pricing sustainable. The minimum is disclosed at sign-up and applies to both new and renewing partner offices.
All Bank Products are subject to the partner office completing all required compliance and onboarding steps and to the banking partner's approval, terms, and conditions. Harbor does not approve Bank Products, transmit filings to the IRS, prepare tax returns, or move or hold client funds.
Harbor provides access to software through bulk-vendor partnerships with the underlying software providers (Web 1040, CrossLink, 1040 Online, OLT, RushTax). The software itself is owned and operated by those vendors. Use of the software is governed by the vendor's own terms of service and acceptable-use policies, in addition to Harbor's terms.
Software vendors may set their own technology fees, transmission fees, and operational rules. These are passed through to the partner office and are subject to change at the vendor's discretion.
Software vendors set their own rules about mid-cycle transfers. Harbor's bulk pricing generally cannot be applied retroactively to a license already purchased separately by a partner office.

Response times reflect first-ring availability during the season. Outside of season, the Customer Experience team is available during business hours.
The branded option (starting at $500, or $1,000 for CrossLink branded) provides white-label software where the vendor permits, including a branded mobile app where the vendor offers one. The partner office's brand is primary on co-branded surfaces. Harbor's mark, when present, follows the approved co-branding template.
Branded option availability varies by software vendor. Web 1040 branded availability and pricing depend on the underlying software provider. Confirm with the team before sign-up.
Harbor subscriptions are annual. To opt out of renewal for the next season, a partner office notifies Harbor before the renewal date. There is no exit fee and no multi-year obligation.
Mid-season cancellation by the partner office does not entitle the partner office to a refund of paid subscription fees, except as required by law or as set forth in the signed subscription agreement.

Harbor reviews these terms annually and may update them to reflect changes in pricing, vendor relationships, regulatory requirements, or operations. Material changes will be communicated to partner offices in writing before they take effect.
Software-vendor fees and Bank Product terms are set by the underlying vendors and banks and may change at their discretion, generally with notice through their own channels.
